Civil Defense Fire Safety Approval in Saudi Arabia: Step by Step

Civil Defense fire safety approval in Saudi Arabia is not a single certificate but a sequence: design review within the building permit, inspections during construction, the occupancy certificate from the municipality, then the Civil Defense facility license on the Salamah portal and its renewal. This guide explains each step, who handles it and what to prepare.

Key takeaways

  • Design compliance with the Saudi Building Code is checked within the building permit application on the Balady platform, and the issued permit data is sent to bodies including Civil Defense.
  • Inspections follow construction stages, and a building may not be occupied before the municipal occupancy certificate.
  • The activity’s risk level sets the Salamah path: direct, with a safety tools invoice or technical report, or indirect, with a safety company contract, maintenance contracts and an inspection.
  • In August 2026 the Insurance Authority announced that third-party insurance will become a license requirement for activities subject to mandatory insurance.
  • Renewals and changes of activity reopen the file, so keep drawings, test certificates and maintenance records ready for the life of the facility.

The approval stages at a glance

The General Directorate of Civil Defense monitors fire prevention and protection requirements at all stages of construction, maintenance, operation and storage, under Article 10 of the Implementing Regulation of the Saudi Building Code Application Law. The platform and parties change from stage to stage:

Step 1: Confirm occupancy and licensing path before design

Requirements start from the occupancy classification in the Saudi General Building Code (SBC 201) and the facility’s actual activity, as our guide to Civil Defense requirements for buildings explains. It is good practice to confirm the licensing path now: the Salamah investor journey service shows whether the activity is direct or indirect, which decides whether you will need a safety company contract and an inspection before the license.

Check the other authorities involved too. A hotel’s tourism license, for example, requires a valid Civil Defense permit, as our hotel fire safety guide notes, and activities subject to mandatory insurance need the third-party policy.

Step 2: Design review within the building permit

Article 13 of the Implementing Regulation bars issuing a permit to build, renovate, alter, demolish, change use or extend until the documents and plans are verified against the code and approved by the relevant authorities.

Balady applies this in the building permit service described by the Ministry of Municipalities and Housing. The owner authorizes a design engineering office to prepare and upload the drawings; the request is assigned automatically through the insurer to a technical inspection company that checks it against the Saudi Building Code; then a municipal officer reviews it and a design approval certificate is issued. Approval of relevant external bodies is a condition where the activity requires it, and once the permit is issued its data is sent to linked bodies including Civil Defense.

It is good practice for the consultant to submit a fire protection design basis listing the applicable sections of the Saudi Fire Protection Code (SBC 801) and the referenced standard editions, as our SBC 801 guide recommends. A comment settled on paper costs far less than a change on site.

Step 3: Inspection during construction and testing before handover

As amended, the Implementing Regulation has inspections follow the construction stages in sequence; work may move from one stage to the next without the relevant authorities’ approval, but they may suspend the building permit at any stage. The permit holder or representative must notify the inspector when work is ready and provide the documents and drawings the inspection needs.

Fire systems need acceptance tests under the standards the code references, such as those of the National Fire Protection Association (NFPA), as our fire pump acceptance testing guide explains for pumps, and every fire alarm device is tested and its records signed, as our NFPA 72 guide describes. It is good practice to assemble the handover file before requesting any inspection:

  1. Approved and as-built drawings for fire alarm, firefighting and special systems.
  2. Design basis, hydraulic and battery calculations, and the sequence of operation.
  3. Acceptance and commissioning test certificates for each system, signed by the contractor and supervising office.
  4. Product datasheets with their listing or approval certificates, and SABER conformity where required.
  5. Zone and control valve schedules with locations and status.
  6. Evacuation plan, operating instructions and any maintenance contract.

Step 4: The occupancy certificate

Article 16 of the Implementing Regulation states that a building may not be occupied before it has an occupancy certificate from the municipality. In the Balady occupancy certificate service, the owner selects the building permit and the engineering office, the office completes the data and prepares the report, and the municipality approves the certificate. Non-residential buildings require a contract with an engineering office, and a compliance certificate is then issued proactively.

The occupancy certificate covers the building, while the Civil Defense license is obtained for the facility and its activity on Salamah, so an operating facility usually needs both.

Step 5: The Civil Defense license on Salamah

Facilities obtain, renew, amend and cancel Civil Defense licenses on Salamah, as our Salamah portal update explains. According to the undated portal fact sheet published by Elm, the path depends on the activity’s risk level:

PathActivitiesWhat is submittedInspection
DirectLow and medium riskSafety tools invoice or technical report, depending on the activity, entered in the applicationLicensed directly; low-risk licenses issued instantly
IndirectHigh riskContract with a safety company and maintenance contractsCivil Defense inspects before issuing the license

Safety companies approved on the portal issue safety tools invoices and installation certificates and provide maintenance contracts, approved engineering and technical services offices issue technical reports, and the portal lists approved companies. After initial approval, the applicant receives a text message with a verification code to give to the safety company.

On 16 August 2026, the Insurance Authority announced, with Civil Defense, that a third-party cooperative insurance policy for crowded places and high-risk activities will become a key requirement for the Civil Defense license of activities subject to mandatory insurance, applied in phases under Council of Ministers Resolution No. 103.

Step 6: Renewal, amendment and change of activity

Salamah supports renewing, amending and extending a license and transferring its ownership. The Elm fact sheet states that a license is valid for one year from issue and that renewal can be requested one month before expiry; because the sheet is undated, confirm current periods on the portal.

A change of activity or an extension reopens the requirements. Change-of-use and extension permits fall under Article 13, and Article 7 applies code requirements to existing buildings as far as feasible, based on a technical report from an approved engineering office. In every case, fire system maintenance contracts and their records stay part of the file, because oversight extends to maintenance and operation.

Common mistakes that delay approval, and what drives cost

  • Designing fire protection after the architectural drawings are approved, so routes and system locations clash.
  • Fitting out before knowing the Salamah path and insurance requirements.
  • Leaving acceptance tests and their records until the inspection date.
  • Submitting drawings that do not match what was built.
  • Changing the activity or splitting a unit without a change-of-use permit and a systems review.
  • Waiting until the license nearly expires before reviewing maintenance records.

Approval cost depends on the occupancy group, building area, the activity and its risk level, the number of required systems, how early fire protection enters the design, the number of comment rounds and, in existing buildings, the condition of the systems.

FAQ

Does Civil Defense approve building drawings before the permit?

In the Balady building permit service, a technical inspection company checks the design against the Saudi Building Code, the municipality approves it, relevant external bodies approve where the activity requires it, and the issued permit data is sent to Civil Defense. Check early with the design office whether your activity needs a separate approval.

What is the difference between the occupancy certificate and the Civil Defense license?

The municipality issues the occupancy certificate, and under Article 16 of the Implementing Regulation a building may not be occupied without it. The Civil Defense license is obtained for the facility on Salamah, on a path set by the activity’s risk level, and is renewed when it expires, so an operating facility usually needs both.

How do I know if my activity is direct or indirect?

Use the Salamah investor journey service, which shows the path for your activity. According to the portal fact sheet, low- and medium-risk activities are licensed directly with a safety tools invoice or technical report, while high-risk activities need a safety company contract and maintenance contracts, followed by an inspection before the license.

Do I need a contract with an approved safety company?

For high-risk activities, yes: the indirect path requires a contract with a safety company and maintenance contracts. Direct activities need a safety tools invoice or technical report, depending on the activity; invoices come from safety companies approved on the portal and reports from approved offices. Salamah lists the approved companies.

How long is a Civil Defense license valid?

The Salamah fact sheet published by Elm states that a license is valid for one full year from issue and that renewal can be requested one month before expiry. Because the sheet is undated, confirm the period on the portal when the license is issued, and put the expiry date in your maintenance calendar.

Does every activity need third-party insurance?

No. The policy covers crowded places and high-risk activities subject to mandatory insurance, applied in phases under Council of Ministers Resolution No. 103. The Insurance Authority gives examples such as chemical warehouses, general warehouses holding a variety of goods and tire warehouses, so check your activity before applying for issue or renewal.
