Saudi Fire Protection Code (SBC 801): A Practical Guide

مباني الرياض الحديثة | Modern buildings in Riyadh

The Saudi Fire Protection Code (SBC 801) is the part of the Saudi Building Code that sets minimum requirements for protecting lives and property from fire and explosion hazards, for firefighter and rescuer safety, for emergency and evacuation plans and for firefighting systems. Its 2024 edition has been mandatory since 30 June 2025, and the General Directorate of Civil Defense monitors its fire protection requirements throughout a building’s life.

Key takeaways

  • SBC 801 is issued by the Saudi Building Code Center; its 2024 edition replaced the 2018 edition and has been mandatory since 30 June 2025.
  • The Saudi General Building Code (SBC 201) sets occupancy classification, construction types and egress design; SBC 801 covers fire protection systems, fire service features, safe operation and hazardous materials. A project applies both.
  • SBC 801 follows the layout of the International Fire Code (IFC), but values from IFC or International Building Code (IBC) model texts are not Saudi requirements until confirmed in the Saudi edition.
  • Under Article 10 of the Implementing Regulation of the Saudi Building Code Application Law, Civil Defense monitors fire prevention and protection requirements at all stages of construction, maintenance, operation and storage.
  • Civil Defense licenses run through the Salamah portal, so records and maintenance matter long after handover.

What is the Saudi Fire Protection Code (SBC 801)?

SBC 801 is issued by the Saudi Building Code Center, whose code page describes it as a building code for protection from fire and explosion hazards that sets minimum requirements to protect lives and property, provides a suitable level of safety for firefighting and rescue personnel, and covers emergency and evacuation plans and firefighting systems.

How SBC 801 relates to SBC 201, other codes and the IFC

The 2024 Saudi Building Code runs from SBC 201 to SBC 1401. Three of its codes shape fire safety most directly:

CodeWhat it covers
Saudi General Building Code (SBC 201)Design, construction, maintenance and operation by use and occupancy: classification, construction types, height and area limits, fire and smoke protection features, means of egress, interior finishes
Saudi Fire Protection Code (SBC 801)Fire and explosion hazards, fire service features, fire protection and life safety systems, means of egress, existing buildings, hazardous materials
Saudi Existing Building Code (SBC 901)Repair, alteration, addition and change of occupancy of existing buildings

The link to the International Fire Code

The Saudi Building Code has been built on the International Codes of the International Code Council (ICC) from the start: ICC announced in 2007 that its 2003 and 2006 codes would be the basis, and states that the 2018 revision was based on the 2015 International Codes. SBC 801 shares chapter titles with the IFC, such as Fire Service Features. The 2024 announcement did not name its international base edition.

Two practical points follow. A value quoted from the IFC or IBC is a model-code value until confirmed in the Saudi edition. And detailed design rests on referenced standards: ICC training on the 2018 SBC 801 teaches participants to identify the National Fire Protection Association (NFPA) standards for designing compliant systems, and the 2024 Code Requirements include a referenced standards chapter. The applicable edition of each standard is the one SBC 801 references or Civil Defense accepts.

The 2024 edition: dates and what to check

The National Committee for the Saudi Building Code announced the 2024 edition on 8 January 2025 with a 180-day transition; it replaced the 2018 edition and has been mandatory since 30 June 2025, as our 2024 Saudi Building Code news reports. The Saudi Building Code Application Law provides for the code to be reissued every five years.

Section numbers also moved: inspections are Section 106 in the 2018 Arabic table of contents but Section 108 in the 2024 Code Requirements, which also list sections on gas detection (916) and mass notification (917) absent from the 2018 table. Quote section numbers only from the edition that applies to your permit.

Main chapters and topics of SBC 801

The 2024 table of contents gives chapter titles and section numbers, not chapter numbers, so the table uses section ranges:

ChapterSectionsMain topics
Scope and Administration101 to 114Applicability, permits, construction documents, inspections, maintenance, violations, unsafe buildings
Fire Service Features501 to 510Fire apparatus access roads, key boxes, fire protection water supplies, fire command center, emergency responder radio coverage
Building Services and Systems601 to 610Electrical hazards, elevator operation and fire service keys, commercial cooking systems
Fire and Smoke Protection Features701 to 708Penetrations, joints and voids, door, window and duct openings, concealed spaces
Fire Protection and Life Safety Systems901 to 917Automatic sprinklers, alternative extinguishing systems, standpipes, portable extinguishers, fire alarm and detection, emergency alarms, smoke control, smoke and heat removal, explosion control, fire department connections, fire pumps, carbon monoxide and gas detection, mass notification
Means of Egress1001 to 1032Occupant load, number of exits, illumination, exit signs, travel distance, maintenance of the means of egress
Construction Requirements for Existing Buildings1101 to 1106Fire safety and means of egress in existing buildings
Other chapters: special occupancies, operations and hazardous materialsSeveral chaptersAviation facilities, motor fuel-dispensing facilities, high-piled combustible storage, construction and demolition, hot work, hazardous materials
AppendicesLettered appendicesIncluding fire-flow requirements, fire hydrant locations and fire apparatus access roads

Further chapters cover general requirements, emergency planning and preparedness, and interior finish, decorative materials and furnishings.

How Civil Defense applies SBC 801

The Implementing Regulation of the Saudi Building Code Application Law splits the roles. The municipality (amanah or baladiyah) issues a building permit only after checking the documents and plans against the code, and a building may not be occupied before it has an occupancy certificate.

Article 10 gives the General Directorate of Civil Defense, without prejudice to other bodies’ roles, the task of monitoring the application of the code and recording violations of the fire prevention and protection requirements at all stages of construction, maintenance, operation and storage, so fire protection is checked across the building’s life.

Facilities obtain and renew Civil Defense licenses through the Salamah portal, as our Salamah update explains, and our Civil Defense approval guide covers the approval steps. Under the Saudi Building Code Application Law, a violation must first be corrected within a set period; otherwise a violations committee can impose fines of up to SAR 1 million per violation in a single building, license suspension of one month to one year, or both.

What owners and contractors should do

  1. Confirm the code edition that applies to the permit; projects designed or permitted now fall under the 2024 edition.
  2. Fix the occupancy classification under the Saudi General Building Code first; fire protection requirements build on it.
  3. Have the consultant list the SBC 801 sections and referenced standard editions in the design basis, and flag any value taken from IFC or IBC texts.
  4. Bring Civil Defense requirements into the design stage, not the inspection.
  5. Specify listed or approved equipment and check SABER conformity for each product; our EN 54 guide explains fire alarm approval routes.
  6. Test and commission every system, and keep approved and as-built drawings, test certificates and maintenance contracts on file.
  7. Review fire protection before any extension, change of use or license renewal, applying SBC 901 when the building is altered.

Common mistakes and what drives compliance cost

  • Treating IFC or IBC values found online as Saudi requirements.
  • Quoting 2018 section numbers on a project under the 2024 edition.
  • Assuming a UL, FM, EN 54 or SABER certificate approves the installed system.
  • Leaving Civil Defense requirements until installation is complete.
  • Letting maintenance records lapse until license renewal.

Compliance cost depends mainly on the building’s occupancy and size, which set the systems required; the water supply and fire pumps; how early Civil Defense requirements enter the design; the equipment approval route; and, in existing buildings, the gap between installed systems and the current edition.

FAQ

Is the Saudi Fire Protection Code mandatory?

Yes. It is part of the Saudi Building Code, whose 2024 edition has been mandatory since 30 June 2025, and municipalities and Civil Defense enforce it under the Saudi Building Code Application Law. Which provisions apply depends on the building’s occupancy, size and use, and on whether it is new or existing, so confirm the scope with your consultant.

What is the difference between SBC 801 and SBC 201?

SBC 201 covers building design by use and occupancy: classification, construction types, height and area limits, fire and smoke protection features and means of egress. SBC 801 covers fire and explosion hazards, fire service features, fire protection systems, safe operation and hazardous materials. Both contain egress provisions and a fire protection systems chapter (Sections 901 to 918 in the 2024 SBC 201), so a project applies both together.

Is SBC 801 the same as the International Fire Code?

No. It is a Saudi code built on the ICC model that shares chapter titles with the IFC; ICC states that the 2018 Saudi Building Code was based on the 2015 International Codes. The 2024 announcement named no base edition, so treat IFC text as a model reference and confirm every value in SBC 801.

Which NFPA edition does SBC 801 require?

Check the referenced standards chapter of the SBC 801 edition that applies to your project, and confirm with Civil Defense. We do not quote an edition here, because the binding source is the referenced standards chapter of the edition that applies. State the edition you design to in the design basis, and keep every submittal consistent with it.

Who enforces the Saudi Fire Protection Code?

Municipalities issue building permits and occupancy certificates after checking code compliance. Under Article 10 of the Implementing Regulation, the General Directorate of Civil Defense monitors fire prevention and protection requirements at all stages of construction, maintenance, operation and storage, and facilities obtain and renew Civil Defense licenses through the Salamah portal.

Does SBC 801 apply to existing buildings?

Yes, in part. The 2024 Code Requirements include construction requirements for existing buildings (Sections 1101 to 1106) and maintenance provisions, and the Saudi Existing Building Code (SBC 901) covers repair, alteration, addition and change of occupancy. Review fire protection with your consultant before any extension, change of use or license renewal.
