Hotel Fire Safety in Saudi Arabia: Guest Protection First

Saudi Arabia welcomed about 123 million tourists in 2025 according to the Ministry of Tourism’s annual statistical report: 29.3 million inbound and 93.3 million domestic, with tourism spending of about SAR 304 billion. Vision 2030 targets 150 million visitors a year. With this growth, fire safety matters more than ever in hotels, where guests sleep in a building whose exits they do not know.

Fire safety is a licensing condition
A Ministry of Tourism license for a hospitality facility requires a valid Civil Defense permit and a municipal license, each with at least 30 days of validity remaining at verification. The readiness and documentation of fire protection systems therefore directly affect whether the facility can obtain its license.
Safety priorities in hotels
- Early detection and clear alarm signals that reach every room, because guests may be asleep.
- Automatic sprinklers and a fire fighting network designed to the code adopted for the project.
- Protected, clearly marked escape routes, with emergency lighting and exit signs that work during a power cut.
- Smoke control in corridors and common areas as the design requires.
- Emergency plans, staff training and documented periodic maintenance of every system.
The Law on the Use of Security Surveillance Cameras covers tourist accommodation, but it prohibits cameras inside guests’ residential units.
