When pressure in the sensing line falls to the set start point, it starts the pump automatically. It can also be started manually or with the mechanical emergency-run handle.

Unlike industrial starters, it puts keeping the pump running ahead of protecting the motor. The FM Approvals standard states that fire pump controllers default to a run state, or give an audible and visual alarm, when a malfunction occurs, and that failures in external control circuits must not prevent the pump from being operated by other means. Protection is therefore non-thermal, covering short circuit and locked rotor only.

The main technical reference is NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection, currently the 2025 edition; it has separate chapters for electric and diesel controllers. NFPA is a technical reference, not an automatic legal requirement. The main one covers full service, engine type, limited service and additive (foam) controllers; high-voltage controllers (601 V to 7.2 kV in the FM standard) are separate.

Full service controllers

The normal choice for main electric pumps up to 600 V. It includes an isolating switch (defined in the FM standard as having no interrupting rating and operated only after the circuit is opened by other means), a circuit breaker for short-circuit and locked-rotor protection, the main contactor, and a mechanical emergency-run means that closes the contactor if electrical closing fails. If fed directly from the utility, it may need to be suitable as service entrance equipment.

Limited service controllers

According to UL, these are restricted to across-the-line squirrel-cage motors of 30 hp or less and 600 V or less, and the authority having jurisdiction should be consulted before use. The FM standard notes that limited service controllers are not FM Approved. IAEI Magazine has reported NEMA’s concerns about their performance compared with full service controllers, so do not treat them as an automatic cost saving.

Motor starting methods

Starting methods listed in the FM standard (February 2018 edition) include across-the-line, part-winding, wye-delta, primary resistor or reactor, soft start and autotransformer starting, plus variable speed controllers.
